The purpose of this service is to grant telecommunication tower building permit withier the tower will be constructed on land or as an addition to an existing building. It allows the licensed engineering offices to efficiently apply for, track, and manage telecommunication tower building permit applications.
- Engage Engineering Offices
Telecommunication service providers must engage an engineering office licensed by the Kingdom of Bahrain’s Council for Regulating the Practice of Engineering Professions to prepare all required drawings and documents. An engineering drawing from the licensed engineering office is required to apply for a telecommunication tower building permit, ensuring compliance with regulatory standards and technical requirements.
- Submitting the Application Electronically
A licensed engineering office responsible for preparing the necessary technical drawings and documents, will apply for the telecommunication tower building permit on behalf of the telecommunication service provider. The engineering office will handle the entire application process through the Benayat System. (Click here to view list of the licensed engineering offices).
- Initial Request Stage
The engineering office should enter the required information for the request in this stage, which includes:
- Applicant Details.
- Property owner Details.
- Tower owner Details.
- Other owners’ details (If any).
- Building Property / Land details.
- Tower Details.
- Civil aviation details.
- Attachments.
- Pre-Approval Stage
The request will be initially sent to per-approval stage to review by the concerned entities Based on the request pre-defined conditions, the request will be distributed to the concerned Governmental entities automatically. These conditions and cases are outlined in the below table:

- Engineering Data Stage
In the Engineering data stage, the engineering office should enter engineering information for the request, which includes:
- Thermal Insulation – optional
- Electrical load – optional
- Attachments
- Engineering Office Review Stage
Before submitting a telecommunication tower building permit application electronically through Benayat system, the engineering office (Applicant) must first submit all required drawings and documents to another engineering office) reviewer (Same category or higher) to review and ensure compliance and fulfillment of all service entities conditions mentioned in the Unified Guide for Building Permits in the Kingdom of Bahrain.
- Service Connectivity stage
In this stage, the request will be sent for approval from the Electricity Distribution Directorate in Electricity and Water Authority (EWA) – if extra electrical load is required.
- Payment stage
The Property owner / or engineering office should pay the required fees in order to issue the Building Permit automatically from the system, which includes:
- Municipality Fees: Fixed fees (BD 500).
- Insurance Fees: Fixed fees (BD 1000).
- Civil Aviation Fees (If applicable): These fees are to be paid in the event the height of the building exceeds 30m from sea level. The fees are fixed at (BD 100).
- Issue Telecommunication Tower Building Permit electronically
Once all the telecommunication tower building permit fees are paid, the system will instantly issue an electronic telecommunication tower building permit.
The building permit is valid for one year from the date of issuance.
